I think georgie might be a tweaker. How else could you explain the innappropriate facial expressions and goofy giggles when he's talking about sending thousands to what may be their deaths?
i think the nervous twitches are a slight glimmer he has of himself, an awareness of what a selfish incompetent asshole he is but he pretty much supresses that annoyance of conscience.
