Supporting the Troops

With improvements in armor, soldiers are increasingly surviving IED blasts without death or loss of body parts but with a sharp increase in brain damage.
Thousands will return with obvious or hidden damage.
What will they return to? Budget cuts. What else? Supporting the troops is a slogan but it's all just a comma anyway.
